If Vorthos is your stuff, you can definitely try to build a deck around Terra just using Universes Beyond cards, or even just FFVI cards, or Final Fantasy cards in general

Would I play it outside of decks wanting to do that kinda combo

Obviously, this isnt always the case, but when it comes to proxies and cards of that type, the general rule of thumb is that as long as youre upfront about them with your opponent and agree to work with them in your game, theyre fine
