So I would definitely use this card in a fire type deck but I would keep it on my bench as long as possible
In commander, Elspeth most likely fits into superfriends archetypes where playing as many Magic: The Gathering planeswalkers as possible from War of the Spark or otherwise and using effects like Doubling Season and Atraxa, Praetors Voice to let them use their ultimate abilities early
And if you have defenses for that like Maze of Ith or Fog Bank then this will really dominate
As long as Ganax is tapped, any Dragon you control gains the undying keyword, which means if it dies with no counters on it, it then returns to the battlefield with an additional +1/+1 counter on it
