Assuming the nature of the Dot Code bars on the Celebi card is typical for all other cards the Small format bar encodes the numbers 1 through 19 (skipping zero and starting at one, which is generally not the case when using binary counting) the Large format bar encodes the numbers 25 through 53 for some reason numbers 20-24 are not used its also possible that, for other multi-card programs (like NES game e-Reader cards) larger numbers are used to keep track of which cards were scanned
