If Starting Town enters during another player's turn, it'll enter tapped no matter how many turns they've taken
Along with that it reads: Whenever The Gitrog, Ravenous Ride deals combat damage to a player, you may sacrifice a creature that saddled it this turn
Some examples of this are cards like Alms of the Vein or Alchemist's Greeting, which arent really good cards for their original costs
