Control / Own When the Magic rules refer to the controller of a card or other object, it means what you would expect: the player who currently has that object on their side of the battlefield, who is responsible for deciding how and when to use it
Yes, drawing this later in the game makes it a lot worse, but assuming youre a slow, controlling deck, you should still be able to use this effectively
