I wouldnt call this a budget EDH deck, but Ive limited myself to cards that Ive either been lucky enough to pull myself (Smothering Tithe, Jurassic World cards) or cards that are under $20, aside from the mana base

It's a nice card by all means, but it's not a favorite of mine
