Exile-based removal is usually pretty expensive or hard to cast, and this does give some warning to the other players
In terms of power, it does its thing a little bit slow for reanimation decks, but with enough ramp it can really start going off
Neo Destiny and other valuable sets from that era, like Neo Genesis, boast incredibly expensive cards, including Dragonite and Lugia
Once you have those though, Molt Tender is a pretty great 1-drop, so it should play well in most BG decks
