So if you have a 1/1 Cat token getting +1/+1 from some effect, you get to add an extra +1/+1 counter to it
As far as I know, it won't stop on-Summon effects either, since those activate as soon as the monster is Summoned and this Trap activated in response would only be chained to the effect, but it won't negate it

:) Ah yes, since i'm making so many pokemon cards and i can't be bothered with balancing them around all existing archtypes so i make them stand alone, even after gen 1 there are enough pokemons to choose from so that i can make enough variations possible without too much mixing

There are lots of situations where you draw it and don't want to use it at first, perhaps you have lots of lands or only very low costing cards, the Chrome Mox will sit in your hand but instead of being dead it will be a get out of jail free card
