If you open one of those Rares, you then have a "free pick" for whatever will improve your deck the most - an Uncommon, or that Rare/Mythic (which is now worth 20/40 gems to you)

I can perfectly imagine that decks will adapt their builds so that they are hurt less in case a bad mill from PokStop happens, but I totally see this card as a must-have for strategies like Mad Party, Zoroark Toolbox and maybe turbo decks
