As we can see in The Brothers War, it will come back when theres a good reason for it to, but dont expect to see it every few sets or anything
Soulbond is a very odd mechanic, and one that hasn't been returned to much since it was first printed in the original Innistrad block, but Deadeye Navigator is probably the most iconic of the cards with the mechanic due to the ability to go infinite with some pretty innocent looking cards (plus Dockside Extortionist, but we dont need to worry about that one in Commander anymore!)

There is less than a 3rd of the deck as instant or sorceries so you are only going to hit 1 in 3 on average, and there are minimal legendaries in the deck to untap it
I'd have loved to see a combat damage trigger on Snapdax, but maybe the best way to make the most of this scary kitty is to mutate something big, nasty or both
