Cyclone Summoner is generally going to see more play in Wizard decks than Giant decks in Commander, especially given how many powerful Wizard creatures are available in blue, but its perfectly capable of doing a more fair Cyclonic Rift impression for either deck while also contributing a 7/7 body to your battlefield
