Then come

Kinda crazy now that i think about it

The effect is a pseudo handicap and the effect of returning one excluded card to GY, And when he falls into GY, he crawls up with one player's girlfriend's GY card To be honest, I feel a tremendous obsession with Security Force

The concept is very simple, but it works, and feels like a far more practical implementation than lets say, a battle card

As if that wasn't enough on its own to make it an amazing card, it comes with an extra ability to make summoning the Monarchs themselves easier by reducing their levels

This ability not only influences battles by boosting Fire-type moves and weakening Water-type attacks but also narratively ties into its ancient feud with Kyogre, the ocean-controlling counterpart
