The mana value of a spell with tiered is determined only by its mana cost (in the upper right corner of the card)
One of the best sets to do that with is Outlaws of Thunder Junction There are a number of things that makes Outlaws so great for new players: It has 51 Legendary Creatures across a range of colors and themes, from straightforward builds like The Gitrog, Ravenous Ride (which asks you to saddle with big creatures), to more complex builds like Taii Wakeen, a red and white trickshot deck that draws cards for dealing precise amounts of damage
Along with this, at the beginning of your end step, you'll create a 0/0 red Gremlin artifact creature with X +1/+1 counters on it, where X is the number of differently named artifact tokens you control
This deck can also make use of the extremely powerful Bystal cards, which are almost essential for stopping some of the plays from the more powerful meta decks
While I loved the Shimmering Skies Illumineers Trove, the Azurite Sea Trove definitely takes the crown this time
There are some counterspells and removal that give this deck a bit of a control subtheme, but it doesnt lean too heavily on it
