Having those two things co-exist, while still capturing the feel of the set, is a huge win

The Radio is activated once the player has obtained the Radio Card, and a few more stations become available once the player obtains the EXPN Card

Players are encouraged to proceed at their own pace and continue enjoying the current packs until the new ones arrive
