My gut tells me that your best bet is to choose a 1- or 2-drop since cheaper spells should be more common
For just 1 mana, it makes every opponent discard and lose life right away, then later cashes in for a scry to smooth your draws
If an opponent controls an enchantment, exchange Confusion in the Ranks for that enchantment.
